It involves designing and implementing a set of internally consistent policies. The whole purpose for producing any strategy is to provide a coherent response to a complex and potentially risky environment. In practical terms, therefore, all HR strategies are bound to be different because no two organizations face identical circumstances. Consequently we need to consider to what extent different types of HR strategies may be influenced and shaped by different internal and external factors. Now a days HR strategy is about adopting a holistic approach. One of the most important, strategic HR decisions will be whether to allow, encourage or resist unionization. A more realistic and pragmatic view may be that, legally, it may prove impossible to exclude a union and so unions should be allowed. The next most important factor is to retain and satisfy the employees of the company. Then the employees’ performance should be properly rewarded.
