Information about Cleveland Treatment Center. The Project Safe component consists of information dissemination, education, health promotion, and alternatives to ATOD and HIV/AIDS outreach. Project Safe (Staying AIDS-Free through Education) has worked extensively with injection drug users and their sexual partners, and persons addicted to alcohol and other drugs for 19 years. Chemically depended people, most specifically people addicted to narcotics than the pregnant females and consumers with co-occurring disabilities or disorders, and HIV / AIDS at-risk adults in Cuyahoga County.CTC serves persons regardless of race, ethnicity, age, color, religion, sexual orientation, socioeconomic status, handicap or other developmental disability, HIV infection or AIDS.

CTC serves about 470 clients, about 274 females and 196 males, also they serve adults who are 18 years old and over. The total client population, approximately 58% are male and 42% are female. The majority of clients are in the 30 – 49 age brackets. Reflective of the service area, approximately 58% of the clients treated are Caucasian, 30% African American, and 12: other racial or ethnic groups. The scope of responsibility at the CTC operates on a four-tier system, with the Board of Trustees at the top, followed by the (Administration) Executive Director, then the managers and the supervisors. The CTC agency is managed by a Board of Trustee, which comprises of t the community representatives, holding different positions within the board. It is the mandate of the board to formulate the purpose of the agency, while at the same time being the ultimate body mandated with the responsibility of overseeing the operation and control of the organization. The Board of Trustees handles the decision-making of the issues with the broadest and longest ramification on the organization, while the rest of the planning, direction and control decisions are made at other levels of the organization. The major decisions that are a preserve of the Board of Trustees include decisions on matters pertaining to the programs that the agency will offer, the population which is to be served by the programs, as well as the costs of offering each program to the target population. .
