The strategic plan charters the mission, short term and long term plans of the organization. The need for improved information systems project planning has been obvious because the cost of information system has risen rapidly and it’s approximately forty percent of the total expenses in some organizations (Hoffer, George and Valacich 2002, p.As the Eskan bank was embroiled in a competitive environment it was tough for it to devise a strong strategic plan. During the period when the bank was aiming to invest in information technology, the economic conditions of the country were deteriorating which were hindering in between the way to achieve the strategic plan. A major challenge also occurs when you want to link the strategic plan of the parent organization with that of MIS strategic plan (Parker & Case 2000, 766).The formulation of the IS strategic plan of Eskan bank initiated with a deep understanding of the organizational mission and vision statements. Further, potential strengths and weakness were identified in different functions. A comprehensive analysis of the retail and corporate consumers, major competitors, technology suppliers existing in the market, and external environment was performed. After a careful consideration of the above subject matter the IT management developed a strategy for dealing with the future and objectives were defined to accomplish the strategy.Chief Information Officer (CIO) was responsible for carrying out all the above activities. The mission statement of Eskan Bank was an aggressive one therefore IT department had to play a key role and it had to take some risks in providing new technological services. According to Parker and Case, “The bottom-line is that IT department is like a boat in the current established by organization’s overall strategic plan. If the boat goes against the current, it must take responsibility for consequences.Before undertaking the investment project the bank was facing a very distressing situation. As competition was increasing in banking domain, the bank needed a dramatic change in its system to persist in the unstable environment. The first major issue of concern was how to integrate information technology with enterprise activities.
