Emphasis should be paid on the legal rules regulating the above framework but also to the challenges/ problems that this framework may have to face.One of the priorities of rules regulating the Information Technology Governance is to ensure quality – in all its aspects; in this way, it is expected that risks and problems in all these systems’ operational aspects can be limited. Commonly, quality is the issue on which the relevant rules focus. Because organizational needs and capabilities worldwide can be differentiated – in accordance also with each country’s economic and legal environment – the enforcement of quality in the field of Information Technology Systems is achieved by using different methodologies; on the other hand, a series of international standards on the quality of these Systems has been established; the role of these rules is to promote integration in the particular field – a target which is not always achieved. In the context of firms that operate internationally these rules can be proved to be particularly helpful – helping these firms to increase their competitiveness towards their rivals – referring to the quality of the Information Technology Systems engaged in these firms’ activities. On the other hand, organizations like the Information Technology Governance Institute (ITGI) operating in the context of the international community can help leaders in firms worldwide to understand and appropriately address all issues related with the Information Technology Governance framework available for their organization. The regulation of Information Technology Governance is based on the following rules: the CoBiT framework, a series of 34 rules regulating the various IT processes (Anand, 2006, p.236), the Sarbanes –Oxley Act which set the rules on which the organizational activities – including the management of IT systems – need to be based; the major challenge related with this Act is the fact that complying with this regulatory framework requires the cooperation of people in all organizational departments (Anand, 2006, p. The rules of the Basel II Committee also promote the development of effective Information Technology Governance framework in organizations worldwide.
