Biological Agents in Bio-Terrorism. Guidelines on how the federal government should react to such disaster and provides guiding principles that enable response to provide a unified national response.The RAIN Concept outlines the recognition of the threat and avoidance of the contamination while isolating the hazardous area. It also outlines that appropriate support should be consulted. Sometimes the recognition of the threat may be difficult due to lack of visible threats and having non-specific threats. Most responders are usually medical personnel, and they should be aware of specific symptoms and should report to public state authorities for any threats detected. People who are the first responders must be properly equipped in terms of shielding and must have protective equipment and knowledge of the spread of viruses in attacks and means of distribution.

Isolation refers to removing people from areas that have been contaminated and restricting contact with such areas. Quarantine measures can be taken where people who are infected are supposed to be separated from people who are not infected, and their movements are restricted to certain areas. The proper authorities should be informed to carry out testing procedures and find out what type of infections they are faced with and respond appropriately.The Biological Weapons Anti-Terrorism (Act of 1989) places legal restraints on scientific research while prohibiting some biological weapons. It ensures the production, transfer and possession of biological agents are done appropriately. It places fines, and a person can be imprisoned if they use biological agents as weapons. The Public Health Services Act Section 361 gives the Secretary of Health and Human services the legal right to make regulations and enforce them in regard to prevention of transmission and possession of biological agents for weapons by states or spread of communicable disease. The State Police Powers and Quarantine Authority deals with isolation and quarantine at the state level.Biological agents are always easy to develop and more difficult to detect than conventional weapons. This is because they are very easy to make and use since only small amounts are required to kill or destroy thousands of people. These agents are always invisible, odorless, tasteless, and they always spread silently without making noise like conventional weapons that make loud noises when released.
