One of the obstacles of the partnership was lack of full coordination across the MOU work group members. Tey had inadequate funding, ad the environmental policies varied. Tese issues affected the allocation of responsibility for cleanup process (U. Evironmental Protection Agency 2003). I was also difficult to determine what constitutes a clean site. Aother obstacle that can be predicted is the impact of natural disasters and weather changes. Te stakeholders involved in this EJ partnership were the West Harlem Environmental Action (WE ACT) and the Columbia Center for Health (CCCEH) at the Mailman School of Public Health, Clumbia University.

Oher stakeholders include local residents of Northern Manhattan and the National Institute of Environmental Health Sciences (NIEHS). W ACT and CCCH engaged in investigating excess pollution exposure in Northern Manhattan with the support of the locals while the NIEHS provided funded. Te desired outcome of the partnership was to identify causes of air pollution in Northern Manhattan and take on additional areas of concern regarding place and health. Te team was also responsible for policy change outcomes such the existing city buses to clean diesel and converting buses to compressed natural gas.

Te said outcome was achieved by considering certain factors. Oe of the factors considered was the emission of gases by diesel engines and the impact of idling buses in lots and streets. Oher factors include public awareness of high exposure and planning process, srong base of the community, cedibility of the team’s scientific research, ad strong policy alliance (Bullard n. Crtain values were also considered. Fr instance, W ACT and CCCEH have trust and respect the partners.

Aother value is commitment to effective policy advocacy and science. Te team may also consider other values such as teamwork, rsponsible behaviour, ad equal distribution of resources (U. Evironmental Protection Agency 2003). Oe of the obstacles faced in the partnership was coordination difficulties of holding meetings with key decision makers. Te other obstacle is varying levels of advocacy commitment and different timetables. Aother obstacle that can be considered is insufficient resources and funding (Bullard n. Te main stakeholders were the local residents of North Carolina the University North Carolina (UNC).
