Education and Care Program Design in Early Childhood Setting. Early childhood education is a scheme of education that concentrates on teaching young children. Early childhood education is a period which is important in child development personality. In the early 19th century, early childhood education continued to grow as education in primary school was seen as a norm in western countries (Woodrow, 2008). Countries had a high rate of literacy. Children aged eight years fall in early childhood education. Most children can differentiate themselves and other people at the age of two years. Parents take part in early learning of the child as they are first teachers. Children are more comfortable in the environment if they are getting good guidance.
EYLF is a professional observation process which is used by teachers in early childhood to help the children get a high-quality education program.

EYLF is a tool which helps the educator together with the children and the family to achieve the best outcome for the children. Teachers use the learning journey comment to record a child’s progress and use it to share the report with the families.
There are concepts of early year learning framework which represent life and they include a sense of becoming, sense of being and sense of belonging. To start with, the concept of belonging enables the child to understand and feel like one of the family members recognizing the parents, brother, sisters, aunts, uncle, grandparents among others (Woodrow, 2008). A sense of belonging helps the child to be confident, comfortable and have trust in the setting. Having knowledge of the family, mutual respect, individual appreciation of the children, accepting the diversity, positive caring relationship, interacting with the other children and also meeting the needs of each child are some of the strategies of belonging. Additionally, a sense of being is to experience the happenings at the moment where the children understand their acceptance to other people regardless of who they are.
